position

on holding sports events dedicated to the 80th anniversary of Victory in the Great Patriotic War

1. General provisions

1.1. These Regulations define the procedure for holding sports events dedicated to the 80th anniversary of Victory in the Great Patriotic War (hereinafter referred to as the Events) among the staff of the Kyrgyz State Technical University named after I. Razzakov (hereinafter referred to as the University). Sports events include tournaments in 5 sports:

1. Track and field race;

2. Men's mini-football tournament;

3. Women's Volleyball Tournament;

4. Women's and men's Chess Tournament;

5. Toguz korgool tournament for women and men;

6. Ordo tournament for men  

2.1. These sports events in the above-mentioned sports among the University staff are held in order to:

- Implementation of the Decree of the President of the Kyrgyz Republic "On spiritual and moral development and physical education of the individual";

- Promotion of physical culture and sports as the best means of promoting health and leading a healthy lifestyle;

- Popularization of national sports and games: Toguz korgool and Ordo,

- Improving the skill level of the participants in the Competition, identifying the strongest teams;

- Strengthening the corporate spirit of the University staff.

3. Competition management

3.1. The general management of the preparation and conduct of Events is entrusted to the University's trade union committee and the Department of Physical Culture and Sports.

4. Dates and venue

4.1. The events will be held on 04/26/2025, the official opening of the competition with the general formation of participants will begin at 9:00 a.m., at 121 A. Toktonalieva St. (University Stadium) with an athletics race, tournaments will be held at the address of the I. Razzakov KSTU campus No. 1, Prospect Ch. Aitmatova 66

4.1.1. 1 km track and field race – University Stadium, starting at 9.30 a.m.;

4.1.2. Mini-football tournament - soccer field near the 1st building, the Tournament starts at 14:30;

4.1.3. Volleyball Tournament - Volleyball Hall (2nd building, 4th floor), Tournament starts at 14:00;

4.1.4. Women's and men's Chess Tournament – lobby of the 1st building, Tournament starts at 13:00;

4.1.5. Toguz Korgool tournament for women and men – lobby of the 1st building, the Tournament starts at 13:00,

4.1.6. The Ordo tournament for men is a playground at the back of Building 7, starting at 13:00.

5. Participants and conditions of the event

5.1. Employees and teams formed according to the following criteria are allowed to participate in the Events:

5.1.1. All participants of the Events are employees of the University;

5.1.2. In the volleyball tournament, all participants are female employees;

5.1.3. In a mini-football tournament, all team players must be over 30 years of age (a player over 55 years of age must be present on the field at the start of the tournament);

5.2. Applications for participation in the Track and Field Race are accepted by filling them out and further submitting them to the organizing committee (Trade Union Committee, responsible Chairmen of the Trade union Bureau of structural divisions, the deadline for submitting applications is 04/20/2025).

5.3. Applications for participation in team sports competitions are accepted by filling them out and further submitting them to the organizing committee (responsible Osmonkanov Nurbek, the deadline for submitting applications is 17:00 on 04/20/2025).

5.3.1. The application form is given in Appendix No. 1.

5.3.2. The employee himself is responsible for the correctness and reliability of the application and the state of health for participation in the track and field race.

5.3.3. The captain or the team leader is responsible for the correctness and reliability of the application and the state of health for participation in team competitions.

5.4. After the end of accepting applications, an automatic draw of teams is carried out to draw up the Tournament grid of the games.

5.5. Conditions of the Track and Field race:

5.5.1. The track and field race is held according to the age categories among men and women.

5.5.2. Everyone who has no contraindications for health reasons is allowed to participate in the race.

5.5.3. The age of the participant of the race is determined in the form of full years at the time of the actual date of the race - 04.26.2025.:

            Men and women - 25-35 years old

            Men and women - 35-45 years old

            Men and women - 45-55 years old

Men and women - 55-65 years old

Men and women over the age of 65

5.5.4. The distance of the race is 1 km (2.5 laps on the stadium running track)

5.6. Conditions of the volleyball tournament:

5.6.1. Team composition: the number of players in the team is 6 + reserve members of up to 3 people;

5.6.2. The format of the Tournament (Olympic system or circular grid) depends on the decision of the organizing committee, which is influenced by the number of teams that have submitted an application, and must be announced before the start of the Tournament.;

5.6.3. The games are held according to the existing rules of three-party volleyball. The game ends when one of the teams scores 15 points. If the score in the game is 14:14, 14:15, the game continues until one of the teams has a 2-point advantage. The first team to win in two games wins. When the score is 1-1 in games, the teams play the third game, which also lasts up to 15 points. The first team to score 15 points wins. With the score at 14:14, 15:15, the game continues until one of the teams has a 2-point advantage.

5.7. Conditions of the mini-football tournament:

5.7.1. The duration of the match is two halves of 7 minutes each, with a 2–minute break between halves.;

5.7.2 The team consists of a maximum of 10 people. The game is played according to the 5+1 scheme (5 field players + 1 goalkeeper);

5.7.3 The format of the Tournament (Olympic system or circular grid) depends on the decision of the organizing committee, the decision of which depends on the number of teams that have submitted an application, and must be announced before the start of the Tournament.;

5.7.4. If an undeclared player participates in a match, that player is eliminated from the competition before the end of the Tournament, and the team he played for is awarded a technical defeat in the match(s). with a score of 0:3;

5.7.5. If the team fails to attend the game, the team is removed from participation in the Tournament.;

5.7.6. A team that is more than 10 minutes late for the game is awarded a 0:3 technical defeat.;

5.7.7. The number of substitutions during the match is unlimited. Substitutions are performed at the intersection of the sideline;

5.7.8. During the Tournament games, the imposition of sanctions (warning and removal of a player, as well as skipping the next game by a player) is assigned to the judging panel, guided by the rules of mini-football;

5.7.9. In case of deletions not provided for by the Regulations, the decision on the period of ineligibility is made by the Organizers.;

5.8. Conditions of the Women's and Men's Chess Tournaments:

5.8.1. The tournament will be held according to the International rules of chess (FIDE);

5.9. Conditions of the Toguz Korgool Tournament for women and men:

5.9.1. The tournament is held in a personal competition according to the Toguz korgool Code of the Kyrgyz Republic

5.10. Conditions of the Ordo Tournament for men:

5.10.1. The tournament is held in a round-robin format with up to 8 teams participating. With more than 8 teams, the games are played in a group format.

5.10.2. Each team must have sports equipment, lockers and a tomboy.

6. Determining the winners

6.1. The winner of the track and field race is determined upon arrival at the finish line.

6.1.1. The results of the race participants are recorded using stopwatches.

6.1.2. The time limit for completing the distance is 1 hour.

6.1.3. Winners by age category are awarded with medals for prizes (1,2,3 places)

6.2. According to clauses 5.6.2. and 5.7.3, when the tournament is held in the "Olympic System" format, the winner is the team that won the final game.;

6.3. According to paragraphs 5.6.2. and 5.7.3., when a tournament is held in a Circular Grid format, the winner is the team with the highest number of points.:

6.3.1. In case of equality of points between two or more teams, the higher place is taken by the team having:

- in a volleyball tournament (the importance of the criterion from top to bottom):

— the best ratio of games in all matches;

— the best goal ratio in all matches;

— for a personal meeting between the teams.

- basement of the second dormitory:

— the best difference between goals scored and conceded;

— more goals scored;

— the result of a personal meeting of the teams;

— penalty shooting.

- in the Toguz korgool tournament (the importance of the criterion from top to bottom):

— by the highest amount of points scored

- in the Ordo tournament (the importance of the criterion from top to bottom):

— by the number of subscribers knocked out

7. Awarding the winners

7.1. Tournament winners are awarded diplomas of appropriate degrees and rolling Tournament Cups.

7.2. The Organizing Committee has the right to establish additional nominations.
