The mission of the Doctoral School

Mission, goals and objectives of PhD doctoral studies Kyrgyz State Technical University named after I. Razzakov

     The mission of the doctoral school is to support young scientific and scientific-pedagogical personnel of the highest qualifications in achieving a high level of academic education and developing their research and innovation potential. The main values are: Educational programs created on the basis of integration of education, science and production, harmonization of domestic technologies for training highly qualified personnel with international standards. Mutual development of doctoral students and teachers in the process of preparing doctors of philosophy (PhD) / doctors in the profile, aimed at achieving academic success, personal, professional and career growth of doctoral students. Comprehensive support for doctoral students, which is aimed at the entire life cycle of training, including comprehensive recruitment and admission processes; scholarship programs, project initiatives, partnerships and attracting external funding for the development of innovative structures in support of scientific, professional and personal development of doctoral students, awards for academic and research activity, support for social activity of doctoral students. Competent scientific and pedagogical staff and administrative staff focused on inclusive mentoring, the well-being of students and the creation of a favorable atmosphere. Harmonized and responsible interaction of all involved departments in order to provide doctoral students and teachers with effective, rational and operational administrative services using modern technologies. The purposeof the doctoral school is to organize and coordinate activities for the implementation of PhD doctoral programs carried out in accordance with the license and aimed at training highly qualified scientific and scientific-pedagogical personnel. The task of the doctoral school is to provide support to doctoral students of the University from the very beginning of their path to obtaining the qualification of Doctor of Philosophy/doctor in the profile:

  • to promote active interaction of students with departments and structural divisions of the University;
  • to help students to discover their creative and scientific potential by providing opportunities to improve their academic skills and general competencies.
  • contribute to the improvement of the scientific and methodological level of scientific research of students by coordinating postgraduate education in close cooperation with the relevant departments of the University
  • assist students in solving social and household issues.

Cosulting:

  • providing general information about the doctoral school, doctoral programs, admission conditions, supervisors, accommodation in a dormitory;
  • providing information about entrance exams (exam schedule, composition of the commission);
  • information and advice on foreign grants, scholarship programs, etc.;
  • information and advice on postdoctoral career;
  • assistance (mediation) in various conflict situations between a doctoral student and a supervisor.
  • Interdisciplinary qualification courses:
  • portfolio of trainings, seminars, courses outside the educational program (language, personal development...);

Support for a network of doctoral students (networking):

  • organization of scientific lounges;
  • meetings with experienced scientists, civil society, private sector, etc.

FUNCTIONS

The main functions of the doctoral school are:

  • coordination with departments of the doctoral students' learning process in accordance with approved structured or individual curricula;
  • organization, together with departments, the Department of International Relations, the Department of Industrial Practice and the career center, of doctoral students' internships in leading scientific and scientific educational centers of the Kyrgyz Republic and abroad;
  • accounting and monitoring of teachers' performance of the academic load according to the training programs of scientific and pedagogical personnel in the basic doctoral program;
  • support of the process of preliminary examination of PhD dissertations at University departments;
  • consultations of doctoral students on all issues related to their rights and obligations, the current rules and procedure for the design of dissertations;
  • issuance of documents confirming the status of a doctoral student;
  • maintaining personal files of students;
  • timely formation of a database on the contingent of students in the educational portal;
  • preparation of necessary materials for meetings of the Academic Council, Scientific and Technical Council of the University;
  • Preparation of information for the University's website in the doctoral school section.

Rights

The doctoral school, administered by the department of graduate and doctoral studies represented by the head, has the right to:

  • demand from the structural divisions of the university the provision of materials (information, reports) necessary for the implementation of activities within the competence of the department of postgraduate and doctoral studies;
  • interact with other organizations on issues of their activities within the allocated powers and in coordination with the Vice-Rector for Scientific Work and External Relations;
  • initiate coordination meetings of various departments to resolve issues on educational and consulting services provided to postgraduates and doctoral students
  • prepare contracts, agreements with legal entities and individuals, and other documents within their authority;
  • form the work plan of the doctoral school, make proposals on the pricing policy for educational services;
  • solve other issues within the allocated powers, the current legislation, this Regulation and the Charter of the University;
  • other rights provided for in the job description.
  • The rights of other employees of the doctoral school are determined by their job descriptions.

Responsibility.

The head of the department is fully responsible for the quality and timeliness of the implementation of the goals and objectives assigned to the doctoral school, including for:

  • achievement of final goals, solution and execution of tasks;
  • execution of administrative documents;
  • compliance with the established performance requirements;
  • the state of the material resources available in the doctoral school;
  • timely monitoring of activities, development and execution of necessary documents;
  • non-use of the granted rights and non-fulfillment of functional duties.

Employees of departments included in the doctoral school are responsible for improper performance or non-performance of their official duties defined by the University charter, internal regulatory documents and relevant job descriptions.

RELATIONSHIPS WITH OTHER DEPARTMENTS

The doctoral school, administered by the department of postgraduate and doctoral studies, interacts with the main structural divisions of the university, including:

-Department of International Relations on:

  • admission, placement and training of foreign postgraduates, PhD doctoral students, doctoral students;
  • visa support and registration of foreign citizens;
  • informing, consulting and attracting international grants and projects; 
  • participation in research scholarship programs and competitions;
  • assistance in organizing meetings of delegations, conferences, seminars and other events at the international level;
  • information support and support of the activities of the graduate school, PhD doctoral studies of KSTU in foreign languages.

- Department of Science and Innovation Affairs:

  • organization and holding of scientific conferences, seminars and round tables;
  • conducting inspections of dissertations and scientific publications in the anti-plagiarism system;
  • acceptance of scientific articles and their publication in the journal "IZVESTIYA KSTU named after I. Razzakov";
  • organization of competitions and Olympiads for the best scientific work;
  • consultations and submission for prizes and scientific scholarships; professional development, training and retraining of personnel;
  • organization of language courses;
  • organization and holding of trainings and seminars on patent business;
  • information support for postgraduates and doctoral students at scientific conferences and scientific publications;
  • organizing and conducting trainings and seminars on writing scientific articles;

-The Education Quality Department carries out:

  • coordination of the educational process and organization of activities of the department of postgraduate and doctoral studies (doctoral school) to manage and ensure the quality of education;
  • monitoring indicators and processes of education quality in structural divisions, departments of the university, their analysis and taking measures to improve quality;
  • organizes events for internal audit and self-assessment of the activities of structural units and departments of the university;

- Practice and Career Center

  • providing information support to postgraduates and doctoral students in matters of employment;
  • analysis of the effectiveness of the employment of PhD doctors, the competitiveness of PhD doctors in the labor market, their career advancement;
  • in accordance with the curriculum, together with the departments, organizes a PhD research internship for doctoral students of the university;
  • together with the departments establishes communication with the practice bases;
  • cooperation with universities of the far and near abroad for a research internship;
  • Graduate departments of the University on the appointment of scientific supervisors of students in postgraduate and doctoral studies, approval of dissertation topics, ongoing monitoring and certification of students;
  • The University Library for providing educational programs with educational and scientific literature.
