General Provisions

     The Kyrgyz State Technical University named after I. Razzakov is the leading state university in Kyrgyzstan, paying special attention to the preparation of highly qualified scientific and pedagogical personnel. The development of international relations in the field of education and science has necessitated the harmonization of academic degrees and titles obtained in countries near and far abroad. The first pilot programs in Kyrgyzstan for the preparation of PhD doctors were launched under the TEMPUS project (2010-2013) in six universities: the International University of Kyrgyzstan, Bishkek Financial and Economic Academy, Kyrgyz National Agrarian University named after K.I. Skryabin, Kyrgyz National University named after Jusup Balasagyn (IIOP), Kyrgyz State Technical University named after Iskhak Razzakov, Kyrgyz State University of Transport and Architecture named after Nasirdin Isanov, and were implemented in accordance with the order of the Ministry of Education and Science of the Kyrgyz Republic No. 733/1 dated 12.12.12 "On the organization of an experiment on the development and implementation of doctoral programs (PhD)." In 2019, with amendments to the Education Law, the concept of a Doctor of Philosophy (PhD) qualification was introduced for the first time. According to Government Resolution No. 601 dated December 11, 2020, the Regulation "On the Organization of Postgraduate Professional Education (Basic PhD/Profile-Specific) and Awarding the Qualification of Doctor of Philosophy (PhD)/Doctor of Profile" was enacted. This regulation establishes the "Minimum Requirements for Accredited Educational Programs for the Preparation of Doctor of Philosophy (PhD)/Doctor of Profile" allowing educational and research activities to integrate into the international educational space. The university implements PhD programs following the European three-level education system, which facilitates the recognition of foreign academic degrees.

     In accordance with the Presidential Decree "On Measures to Enhance the Potential and Competitiveness of Higher Education Institutions," Kyrgyz State Technical University named after Iskhak Razzakov has acquired a special status, entailing broad organizational, financial, and academic autonomy.

     The university is authorized to independently conduct educational activities for higher professional and postgraduate education programs.

     Currently, the university offers Doctor of Philosophy (PhD)/Doctor of Profile programs across a wide range of disciplines.

     The form of education is full-time with elements of distance learning.

     The duration of the program is up to 4 years, but not less than 3 years. If necessary, the duration of the program can be extended, but not more than 2 years.

     Coordination of scientific and educational activities of structural units, program leaders, and PhD candidates is carried out by the interdepartmental unit "Doctoral School," administered by the Department of Postgraduate and PhD doctorants.

     The "Doctoral School" collaborates with the Department of Science and Innovation, the International Relations Office, departments, and is coordinated by the Rector, Vice-Rector for Research, and Vice-Rector for International Relations.
