SRI of Earthquake Construction (SRI EC)


The Research Institute "Seismic-Resistant Construction" (RI SRC) and the Scientific and Technical Center "Construction and Architecture" (STC CA) are structural divisions of the Kyrgyz State Technical University (KSTU) named after I. Razzakov.

RI SRC KSTU and STC CA conduct research activities in the field of construction and architecture, as well as in related sciences.

Leadership:
The Director of RI SRC KSTU and STC CA KSTU is Raiymkul Abdymananovich Mendekeev, Doctor of Technical Sciences, Professor, Academician of the Engineering Academy of the Kyrgyz Republic and Corresponding Member of the International Engineering Academy (CIS, Moscow).

November 25, 2024
On this day, a meeting of the Scientific and Technical Council of the Ministry of Transport and Communications of the Kyrgyz Republic (MTC KR) was held under the chairmanship of the First Deputy Minister, T.O. Soltobaev. The meeting discussed the results of the first year (2024) of implementing the scientific project of the Research Institute of Seismic-Resistant Construction (RI SRC) of KSTU on the topic "Development of a new loader design with a sand spreader for road maintenance" (project leader – PhD, Acting Professor K. Isakov). The MTC KR is the state customer for this project, and the cost of the research work for 2024 amounted to 1,268,645 soms. The Scientific and Technical Council of the MTC KR noted the relevance and good results of the first year of the project’s implementation. The report was successfully defended by our scientists and was recommended to the Ministry of Education and Science of the Kyrgyz Republic (MES KR) for continuation and funding of research in 2025. Based on the 2024 research results, three possible design options for the new machine were proposed.


November 28, 2024

In 2024, the Research Institute of Seismic-Resistant Construction (RI SRC) of I. Razzakov KSTU conducted research on 8 scientific projects with a total funding of 9,124,696 soms. Of these, 6 projects worth 6,806,051 soms were carried out under state contracts for research and development with the State Agency for Architecture, Construction, and Housing and Communal Services under the Cabinet of Ministers of the Kyrgyz Republic (Gosstroy KR). According to new contract requirements from the Ministry of Education and Science of the Kyrgyz Republic (MES KR), which allocates grants and funds scientific projects, the research results for the calendar year must first be reviewed by the Scientific and Technical Council of the state customer—the relevant ministry or agency.

On November 28, 2024, the research results of 6 RI SRC KSTU projects were successfully discussed at the Technical Council of Gosstroy KR. The annual scientific and technical reports on all 6 projects were approved, including 2 completed projects and 4 ongoing projects, and were recommended for review by the MES KR Expert Council for approval and continued funding in 2025. It is worth noting that even before the introduction of these new MES KR requirements, RI SRC had been actively collaborating with Gosstroy KR.


November 22, 2024

The results of research projects conducted by university scientific institutes are also discussed at meetings of the Scientific and Technical Council of I. Razzakov KSTU. The next meeting of the KSTU Scientific and Technical Council was held on November 22, 2024, in the conference hall of KSTU, where the results of state-funded research carried out by KSTU’s research institutes and scientific centers in 2024 were reviewed.

The project leaders and responsible executors of 8 RI SRC KSTU research projects delivered strong presentations on their research results and provided answers and explanations to questions from the KSTU Scientific and Technical Council members. All annual reports of RI SRC KSTU were approved and recommended for submission to the MES KR Expert Commission.


December 23, 2024

A meeting of the MES KR Expert Commission on Technical Sciences was held at KSTU, chaired by Doctor of Technical Sciences, Professor, and Honored Scientist of the Kyrgyz Republic, U.R. Davlyatov. The commission heard reports on the results of 33 research projects, including 15 completed and 18 ongoing projects.

RI SRC KSTU presented 8 scientific projects for review by the Expert Commission, of which 2 projects were completed in 2024, while the remaining 6 are ongoing. The project leaders and responsible executors successfully presented their research results and provided thorough answers to the commission's questions. Based on its decision, the Expert Commission recommended approving 2 completed projects (Prof. K. Temikeyev, Prof. M.Ch. Apsemetov) and continuing research and funding for 6 ongoing projects (Prof. R.A. Mendekeyev, Assoc. Prof. M.Zh. Orozaliev, Assoc. Prof. K. Isakov, Assoc. Prof. M.A. Jusupova, Prof. Zh.K. Aidaraliev, and Assoc. Prof. T.Kh. Karimov).


January 20–23, 2025
Meetings of the MES KR Scientific and Technical Council were held, where the results of completed scientific projects and the review of newly submitted applications for 2025 were discussed. The projects were reviewed across five fields: social and humanitarian sciences, natural and mathematical sciences, medical sciences, agricultural sciences, and technical sciences. The chairpersons of the MES KR Expert Commissions for these fields presented their reports on the reviewed annual scientific reports and the decisions made.

The initial meetings were chaired by the Minister of Education and Science of the Kyrgyz Republic, D.Sh. Kendirbaeva, and later by Deputy Minister Rasul Abazbek uulu. This year, the leadership of MES KR and members of the Scientific and Technical Council reviewed research results with significantly higher standards. As a result, some scientific reports, both completed and ongoing, were not approved. The project leaders were given one month to address all comments and were required to present revised reports at the next Scientific and Technical Council meeting in one month to secure final approval.

Additionally, given the stricter requirements for scientific project outcomes and limited funding, only 10 new projects out of 135 submissions were recommended for funding in 2025. The limited funding is due to the transition of 17 sectoral research institutes—previously funded exclusively through MES KR’s annual scientific project grant competitions—to basic funding to preserve these institutes and their research teams. A slight increase in salaries for ongoing research projects is also expected. Overall, changes are anticipated in the organization of scientific competitions and research funding.

It is encouraging that RI SRC KSTU scientists prepared high-quality reports and published articles in Scopus, RSCI, and other databases. Thanks to the timely and clear explanations provided by RI SRC Director Prof. R.A. Mendekeyev in response to the council members' questions, all annual reports on 8 research projects were ultimately approved at the MES KR Scientific and Technical Council meeting, and 6 ongoing projects were recommended for continued funding and further research in 2025.
