Department of Education Quality (DEQ)

Department of Education Quality (DEQ) is an independent structural subdivision of the I. Razzakov Kyrgyz State Technical University carrying out activities in accordance with the normative legal acts of the Kyrgyz Republic.

The main purpose of the Department of Education Quality is to coordinate the educational process and organize the activities of structural units, departments and services of the University to manage and ensure the quality of education, in order to satisfy consumers (employers, students, parents, society, etc.) and other stakeholders.

The history of the Department of Education Quality began in 2007, when the Department of Education Quality of the I. Razzakov Kyrgyz Technical University was established under the Tempus TACIS SCM T078A06 “QM-KSTU” project “Transfer of quality management modules to the functions and processes of KSTU”.

The main goal of the project was to promote the development of the higher education system of the Kyrgyz Republic in the transition period to the Bologna process. The main objectives of the project were to analyze and study the experience of implementation of quality management systems of higher education in the universities of the European Union, development and implementation of quality management system in KSTU, implementation of the principles of the Bologna Declaration in the educational process and improvement of the Department of Education Quality of KTU, based on the experience of European universities. The project was carried out on a partnership basis with the participation of universities of the European Union countries, the project became possible for realization, thanks to the active support and participation of the universities of Genoa (Italy), Slovak University of Technology (Slovakia) and Pierre Mendes University of Grenoble (France).

In 2011, the Department was renamed the Division of Educational Quality.

In 2022, the Quality Division was renamed into the Department of Education Quality,

In pursuance of the Decree of the President of the Kyrgyz Republic “On measures to increase the capacity and competitiveness of educational organizations of higher professional education of the Kyrgyz Republic” from July 18, 2022 №243, the Department of Quality of Education was renamed into the Department of Education

Professional Education of the Kyrgyz Republic” dated July 18, 2022 № 243,

Decree of the Cabinet of Ministers “On some issues of reorganization of higher educational institutions of the Kyrgyz Republic” dated July 18, 2022, No. 243, and Decree of the Cabinet of Ministers “On Some Issues of Reorganization of Higher Education Institutions of the Kyrgyz Republic” dated July 29, 2022, #414, Order of the Ministry of Education and Science of the Kyrgyz Republic “On reorganization of the I. Razzakov Kyrgyz State Technical University” from 19 August 2022, No. 1605/1 and in connection with the merger of KSUSTA and KGSU institutions to the KSTU, which at the present time is the I. Razzakov Kyrgyz State Technical University.

KSTU, which at the current stage carries out the following tasks:

  • development and implementation of the organizational and management structure of the University quality system;
  • realization and coordination of the University's quality policy in structural units and departments;
  • monitoring of indicators and processes of education quality in structural units and departments of the University, their analysis and taking measures to improve quality;
  • implementation of the system of measures on internal audit and self-assessment of the activity of structural subdivisions and departments of the University;
  • conducting social surveys and research on the organization of the quality of educational and other activities of the university;
  • development of local normative documents regulating KSTU activity in the field of quality management;
  • preparation and organization of works on licensing and accreditation of educational programs and institution;
  • studying and using in practice the experience and recommendations of international educational institutions on quality management;
  • maintenance of effective functioning and management of the university internal quality assurance system.
