HISTORY OF THE DEPARTMENT «ELECTRIC POWER ENGINEERING NAMED ARTER PROFESSOR J. APYSHEV»

The beginning of intensive development of the richest hydropower resources, implementation of a wide program of construction of power plants and long high-voltage power lines, increasing the level of electrification of all sectors of the national economy of the Kyrgyz SSR in the 50s of the XX century determined the acute need for training of engineering personnel for the electric power industry.

The first enrollment of students in the specialty «Electric power stations, networks and systems» was made in 1952 at the Technical Faculty of the Kyrgyz State University (KSU) of the Republic.

On the basis of this faculty in 1954 was organized Frunze Polytechnic Institute (FPI), which was among the ten best technical universities of the USSR for many years. In 1957 the department «Electrical Stations, Networks and Systems» was organized in FPI.

The founder and the first head of the department was seconded from Moscow in 1957 - Candidate of Technical Sciences, Associate Professor V.A. Andreev, an excellent lecturer and organizer, at the same time was Vice-Rector for educational and scientific work FPI, lectured on relay protection and transients. Under his leadership in a short period of time laboratories were created for the disciplines: Relay protection and automation; Electrical part of stations; Electrical networks; Electrical materials; High voltage technology. According to the project ordered by V.A. Andreev the energy building (now building 5) with a high-voltage hall 18x18x14 meters, mini-HPP and special laboratories for energy courses were built.

In the middle of the 60's another laboratory «Transients in electrical systems» was created, which was modernized in the 70's (Candidate of Technical Sciences, Associate Professor V.A. Bogdanov; Associate Professor V.A. Bogdanov; Associate Professor V.A. Bogdanov). V.A. Bogdanov; V.H. Georgiadi; A.N. Churkin, Candidate of Technical Sciences, Associate Professor A.U. Umetalieva; Candidate of Technical Sciences, Associate Professor T.A. Junuev; Professor T.I. Popova).

Among the first teachers of the department were Candidate of Technical Sciences, Associate Professor V.N. Ruzhichko. V.N. Ruzhichko, I.G. Gertsenshtein and senior lecturer E.V. Shonin.

The first graduation of electrical engineers for the national economy of the country took place in 1959 in the specialties "Electrical stations, networks and systems" and "Electrical equipment of industrial enterprises" consisted of 23 students: Erkin Avgambaev, E. K. Yakov, Mikhail Ivanovich Komarov, Lyutsia Torokulovna Aitmatova (native sister of the great writer Chyngyz Aitmatov), Meder Baitikov, Abdylda Baitugolov, Vitaly Ivanovich Vasilchenko, Salmorbek Zhakypov, Duyshenbek Dzhumaliev, Bolotbek Imanaliev, Tegiz Koobashev, Koze Muratov, Pavel Fedorovich Romaniuk, Lyudmila Ivanovna Sekacheva, Vasily Vasilyevich Surin, Asankan Sultanmuratov, Gennady Efremovich Selivanov, Japarkul Toktonaliev, Georgy Prokofievich Fedorov, Tamara Ivanovna Chernysheva, Aidarkan Chursukov, Lyudmila Filippovna Chudinova, Erkin Eshimbekov.

В. A. Andreev moved in 1962 to Ulyanovsk, where he worked as a vice-rector of the Ulyanovsk Polytechnic Institute until 1969, then as a rector until 1981, and headed the department of «Electrical Supply of Industrial Enterprises» for more than 20 years. His long-term work on improvement of fuses is summarized in his monograph "Controlled fuses". He wrote textbooks and manuals on relay protection, jointly with V.L. Fabrikant "Relay protection of distribution power networks" in 1965, task book on relay protection in 1971; "Relay protection, automation and telemechanics in power supply systems" in 1975. For his scientific and pedagogical activity, he was awarded the Order of the Red Star, the Order of the Red Banner of Labor, the Order of the Patriotic War of the 1st degree and various medals. Honored with the title "Honorary Citizen of the Ulyanovsk region".

In 1962, in connection with the end of the business trip and departure of V.A. Andreev to the RSFSR, the head of the department was Senior Lecturer E.V. Shonin. In the same year he was appointed Dean of the Faculty of Power Engineering and was awarded the honorary title «Excellent Soviet Power Engineer». In connection with his retirement in 1969, the head of the department becomes Associate Professor, Ph. R Rakhimov. He defended his PhD thesis in 1971 after completing postgraduate studies at the Institute of Power Engineering and Water Management of the Kyrgyz SSR Academy of Sciences.

In accordance with the tasks set by the electric power industry of the country, the curricula, directions of scientific research changed, and the names of the department changed accordingly. In 1972 from the chair "Electric power stations, networks and systems" the chair "Electric power supply of industrial enterprises, cities and agriculture" was separated and the main chair was named "Electric power stations", which corresponded to the accepted at that time classification of engineering training directions. In 1975, in connection with the election of K. R. Rakhimov as Dean of the Faculty of Power Engineering, I. N. Vasilenko, Candidate of Technical Sciences, Associate Professor, became the Head of the Department «Electrical Power Plants».

In the future, in order to improve the efficiency of the educational process, laboratory stands, measuring instruments, control and switching equipment were regularly updated. In this process the teachers of the department took an active part: K.R. Rakhimov, Yu.U. Umetalieva, K.A. Satarkulov, R.S. Helm, A.G. Kirillova, A.J. Turdubaev, I.N. Vasilenko, Y.N. Volchkov, A.N. Kozlov, T.A. Junuev, I.S. Sariev, T.I. Popova and others.

Leading specialists of scientific institutions and industrial enterprises of the republic made a significant contribution to the formation and development of the department: Dr. Y.B. Nebolyubov, professor, academician of the Academy of Sciences of the Kyrgyz SSR Ph.D., Associate Professor, Head of Kyrgуz Power Research Institute I.S. Kolosov; Ph.D. Assoc. Head of Kyrgуz Power Research Institute B.A. Botbaev; Candidate of Technical Sciences, Associate Professor, Head of Kirgizgluenergo; V.A. Soloshchansky, Deputy Chief Engineer of Kyrgyzglavenergo, laureate of the State Prize of the Kyrgyz SSR; G.A. Liverko, Head of Relay Protection and Automation Service of Kirgizglavenergo and others.

In different years leading teachers of the Moscow Power Engineering Institute (MPEI) were invited to give lectures: Dr. Prof. B.N. Neklepayev, Doctor of Technical Sciences, Honored Worker of Science and Technology, Head of the Department "Electric Power Plants" of MPEI; Prof. N.I. Sokolov, Doctor of Technical Sciences; Prof. M.N. Rozanov, Doctor of Technical Sciences; Prof. M.N. Okolovich, Ph. M.N. Okolovich; Candidate of Technical Sciences, Associate Professor I.P. Kryuchkov. In the period 1970-1980 students listened to lectures of the President of the Academy of Sciences of the Kyrgyz Republic, Academician A.A. Akaev, who became the first President of the Kyrgyz Republic, also Dr. A.S. Dzhamanbaev and Corresponding Member of the Academy of Sciences of the Kyrgyz Republic, Dr. J.S. Sharshenaliev.

I.N. Vasilenko graduated from MPEI postgraduate school and in 1973 defended his Candidate's thesis. He actively developed the scientific work of the department, received 4 USSR copyright certificates for inventions, author of more than 40 scientific works, holder of the title "Excellent Educator of the Kyrgyz Republic". Until 2014 (retirement) he worked as an associate professor of the department. Currently he lives in Kaliningrad, Russia.

The chair "Electric Power Plants" was headed by:

K.R. Rakhimov paid much attention to modernization of laboratories, publication ofteaching aids and manuals. During this period, 5 AC tables were purchased for the laboratory "Electrical Networks"; for the laboratory "Transients" - DC table, manufactured by order in Kiev Polytechnic Institute; GIN - 300 kV for the laboratory "High Voltage Technique". A lot of work was carried out to create a high-voltage hall of the department, for this purpose were purchased: pulse voltage generator for 2400kV, single-phase transformer for 500kV - IOM - 500, induction regulator and others. But the issue of training of scientific personnel was a priority for him, 13 young specialists were sent to the postgraduate program of MPEI: A.U. Umetalieva, I.N. Vasilenko, Yu.N. Volchkov, Y.P. Simakov, A.N. Kozlov, V.I. Tolstunov, V.R. Shelenberg, D.A. Apyshev, I.S. Sariev, S.S. Tokhtamov, T.H. Toktogulov, T.A. Junuev, M.A. Suerkulov, K.A. Satarkulov.

Research work of the department under the direction of K.R.Rakhimov "Study of specific conditions of operation of electrical systems of Kyrgyzstan and development of recommendations to improve the efficiency of their work" was the foundation for the implementation of the task of the Main Technical Administration of the Ministry of Energy of the USSR to draw up a map of insulation levels in Kyrgyzstan, methods and programs for calculating the modes of operation of overhead power lines-500 kV taking into account mountain conditions and prospective schemes of its development were developed. Along with the state budgetary at that time numerous contract research works were carried out. Numerous articles were published in scientific collections and magazines, research materials were reported at republican and all-Union conferences. A part of the research results was implemented in the national economy of the country and in the educational process.

From 1984 to 1988 the chair was headed by Candidate of Technical Sciences, Associate Professor Y.P. Simakov, who graduated with honors in 1971, and in 1977, after completing postgraduate studies at MPEI and defending his PhD thesis, returned to his native chair and began to actively develop and raise the level of educational and methodical work. Y.P. Simakov worked as an associate professor from 1988 to 2001, and since 2001 he has been the head of the Department of RESEE at the Kyrgyz-Russian Slavic University (KRSU named after B.N. Yeltsin) and the laboratory of CSTC "Energia". He is the author of more than 70 scientific articles and methodological developments.

From 1988 to 2008 the department was headed by D.A. Apyshev, Candidate of Technical Sciences, Associate Professor (Professor of KSTU since 2000, Doctor of Technical Sciences, Professor since 2006). J.A. Apyshev graduated from FPI in 1971, specializing in "Electrical Power Plants". He started his labor activity as a teacher at FPI. In 1976 he graduated from the MPEI postgraduate program, where he defended his PhD thesis. Having returned to FPI, J.A. Apyshev continued his teaching activity and was elected Head of the Department "Electric Power Plants".

In 1994, in connection with the unification of the two departments "Electrical Power Plants" and "Electric Power Supply of Industrial Enterprises, Cities and Agriculture" the department "Electrical Power Engineering" was formed, which produced specialists in three profiles: "Electrical Power Plants", "Electrical Power Systems and Networks", "Relay Protection and Automation of Electrical Power Systems". In 2001, in connection with the reorganization for the purpose of expansion, the departments "Electric Power Engineering" were separated from the department "Electric Power Engineering" and the departments "Electric Supply" and "Renewable Energy Sources" were created.

During the years of his chairmanship J.A. Apyshev proved to be a talented teacher and a skillful organizer of educational and scientific processes: the material and technical base and scientific potential of the department increased significantly. At the department in parallel with the successful improvement of traditional forms and methods of teaching, new more promising ones were sought and experimentally tested. Organized targeted intensive training of specialists (CIPS), in 1991-1993 г under the contract between the department "Electric Power Plants" and PO "Kyrgyzenergo" significantly strengthened the material-technical and educational-laboratory bases of the department.

J.A. Apyshev paid special attention to scientific and pedagogical staff training: under his leadership six PhD theses were completed and successfully defended. With the participation of J.A. Apyshev, in order to train specialists according to new educational standards, on the initiative of the Rector of the Kyrgyz Technical University (KTU), Academician of the National Academy of Sciences of the Kyrgyz Republic J. Sharshenaliev, together with the Berlin Technical University of Applied Sciences and a number of large German firms was organized and opened the Kyrgyz-German Technical Faculty, the dean of which combined with the head of the department became J.A. Apyshev. Contributing to the birth and development of the new faculty, he worked in the direction of training specialists in two specialties - "Relay protection and automation in power systems" and "Technology and management in machine-building production". Under his leadership the curricula and working programs were developed on the basis of the educational standard of the German side, agreements on the exchange of students and teachers of the two universities, on the continuation of studies at the Berlin Technical University of Applied Sciences and on internship in the largest companies in Germany were drawn up. Also, under his leadership, in 2004, the training of bachelors and masters in three fields began at the Faculty of Energy and the Institute for Joint Educational Programs (IJEP).

He was a public figure: he was the Chairman of the Educational and Methodological Department (EMD) on Electric Power Engineering of the Ministry of Education of the Kyrgyz Republic, a member of the Republican Terminology Commission, and directly participated in the development of the Law of the Kyrgyz Republic on Education.

In 1997-1998 J.A. Apyshev headed the Research Institute of Physical-Technical Problems at KSTU and conducted extensive scientific work on improving the efficiency of the electric power industry of the country, the results of which were implemented in practice with a significant economic effect. In 2006 he was elected Dean of the Faculty of Power Engineering, simultaneously continuing to head the department "Electric Power Engineering".

He is a co-author of the monograph "Nonlinearities in Electric Power Engineering" and more than 100 scientific articles and educational and methodological manuals. For his great merits in training of engineering personnel and improvement of the electric power industry of the Republic in 1999 J.A. Apyshev was awarded the sign "Excellent Educator" of the Ministry of Education and Science of the Kyrgyz Republic, and in 2004 he was awarded the Certificate of Honor of the Kyrgyz Republic.

For the outstanding services of Professor J.A. Apyshev, on December 1, 2008, the Department of Electric Power Engineering was named after him.

From 2008 to 2020, the Department of "Electric Power Engineering" named after Prof. J. Apyshev was headed by Dr. T.A. Junuev. The result of the scientific work of the department, closely related to the production process, which was reflected in the research topics of postgraduate and doctoral students, was the publication of four scientific monographs and a large number of scientific publications in the Kyrgyz Republic and abroad. The staff of the department defended doctoral dissertation by T.A. Junuev, candidate dissertations by R.B. Tentiev, J.S. Imanakunova, A.A. Omokeeva, N.D. Taabaldieva, T.T. Junuev, U.A. Kalmatov.

T.A. Junuev In 1974, he graduated from MPEI with a degree in Electrical Power Plants (since 2013 - Doctor of Technical Sciences, and since 2017 - Professor). He started his labor activity as an engineer of PTS of Bystrovskiy power plant of "Kirgizglavenergo". In 1979, he completed postgraduate studies at MPEI, where he defended his PhD thesis. Having returned to FPI, T.A. Junuev worked as a lecturer, senior lecturer, associate professor of the department "Power supply of industrial enterprises, cities and agriculture". From 2001 to 2006 he worked as a head of the energy sales office of Alameda district of Bishkek, from 2006 as an engineer of the project on accounting of electric energy, and since 2008 he was elected head of the department "Electric Power Engineering" named after Prof. J. Apyshev. Two dissertations for the degree of Candidate of Technical Sciences were defended under his supervision. He is the author of a monograph, has about 80 scientific articles, under his editorship six textbooks with the Ministry of Education and Science of the Kyrgyz Republic and more than 20 educational and methodological manuals were published.

For services in the training of engineering personnel, bachelors and masters, improvement of training and laboratory facilities of the department, for significant contribution to the development of the energy sector of Kyrgyzstan T.A. Junuev in 2003 was awarded the sign of the Ministry of Education and Science "Excellent Educator", in 2009 he was awarded the title "Excellent Energy Worker of the Kyrgyz Republic", and in 2016 he was awarded the Diploma of the Government of the Kyrgyz Republic.

From 2020 to the present time the department "Electric Power Engineering" named after Prof. J. Apyshev is headed by Dr. A.B. Bakasova, Associate Professor, Professor of KSTU, whose activity is aimed at further improvement of the educational process and successful research work of the department. She was elected on the basis of the decision of the Academic Council of KSTU named after I. Razzakov by the results of competitive elections(Rector's order 3/228 from October 30, 2020).

A.B. Bakasova graduated in 1981 from the Faculty of Power Engineering of FPI, specializing in "Power Supply of Industrial Enterprises, Cities and Agriculture". After graduation by the Ministry of Education of the Kyrgyz Republic, she was sent to Kara-Kul city to the General Technical Faculty (GTF) of FPI at Toktogul HPP as a teacher in the discipline "Theoretical bases of electrical engineering". In connection with the formation of the Jalal-Abad State University (JASU), in 1993, OTF FPI was transferred to the JASU as a basic faculty and started through training in the specialty "Electrical Supply". In 1994, the Department of "Electric Power Engineering" of the Kara-Kul Engineering Faculty (KIF) of ZhAGU was established and has been the head of the department since 1995. In 2007, KIF returned to the KSTU named after I. Razzakov. In the period from 2007 to 2014, she headed the department of "Electric Power Engineering" of Kara-Kul Technological Institute of KSTU named after I. Razzakov. From 2014 to 2020 she worked at the Institute of Automation and Information Technology (IAIT) of the National Academy of Sciences of the Kyrgyz Republic, headed the laboratory of nonlinear dynamics and self-organization of control systems (NLCSU). From 2020 to the present time, she is the head of the laboratory of optimal and digital control systems (ODCSU) of the Institute of Machine Science, Automation and Geomechanics (IMAG) of the National Academy of Sciences of the Kyrgyz Republic on a part-time basis.

Bakasova A.B. is the author of more than 140 published works, including: 85 scientific articles and reports in periodical journals of CIS and Kyrgyzstan (3 articles are indexed in Scopus); 3 monographs and 6 patents of KR for inventions; 48 educational and methodical and teaching aids (5 textbooks with the Ministry of Education and Science). Scientific works of A.B. Bakasova are devoted to the problems, perspectives and solution of control problems of complex energy objects with nonlinear dynamics and self-organization; the results obtained in the works are new and relevant, are essential for the electric power branch of knowledge, increasing their efficiency, stability and expanding the functional capabilities of these systems.

A.B. Bakasova is an excellent Educator of the Kyrgyz Republic, an Excellent Power Engineer of the Kyrgyz Republic and the holder of the "Kaarman" sign of the Ministry of Energy of the Kyrgyz Republic, for many years of conscientious work and for her achievements in the organization and training of highly qualified specialists for the electric power industry of the Kyrgyz Republic she was awarded the medal "Dank". She was also awarded with certificates of honor of the FPI, ZhAGU, Cascade of Toktogul HPPs, Ministry of Energy and Industry of the Kyrgyz Republic, Kyrgyzpatent, National Academy of Sciences of the Kyrgyz Republic, CIS Electric Power Council, Research University (NIU) MPEI of the Russian Federation.

At present, the department of "Electric Power Engineering" named after Prof. J. Apyshev employs 2 professors, doctors of sciences; 1 professor of KSTU, candidate of sciences; 6 associate professors, candidate of sciences; 1 associate professor of KSTU; 6 senior lecturers and 2 teachers. The staff of the department also includes two heads of laboratories, one methodologist, one engineer and two laboratory assistants.

Modern stage of development. In recent years, the department has been actively developing its laboratory and practical base, using partnerships with leading organizations of the energy sector and supporting the scientific initiative of faculty members. Several key laboratories have been created and modernized:

1) under the guidance of Dr. A.B. Bakasova and Dr. B.K. Takyrbashov a specialized laboratory "Line Protection of 110 kV and above" based on the application of modern device TOR-300-DFZ-220 (with gratuitous transfer for educational purposes of LLC "Relematica", Cheboksary, Russian Federation) was created. In the laboratory key laboratory works are performed, modeling real conditions of operation of high-voltage power lines, namely:

– differential-phase protection;

– remote protection;

– zero-sequence directional current protection;

– maximum current cutoff (MTO) and maximum current protection.

This laboratory gives students a unique opportunity to acquire practical skills in working with modern relay protection and automation devices, which significantly increases the level of training of graduates.

2) Training laboratory for the discipline "Electricity generation" is created under the guidance of candidate of technical sciences, associate professor Zh.S. Imanakunova with the support of OSOO "Electrosila", the general director of which is the honorary professor of KSTU named after I. Razzakov A.R. Vodianov The laboratory is equipped with equipment similar to that used at the operating facilities:

– 10 kV cell;

– oil and vacuum circuit breakers;

– current and voltage transformers;

– other auxiliary electric power equipment.

It is intended for students of the direction "Electric power engineering and electrical engineering".

3) 300 kV high-voltage laboratory. On the basis of the agreement on creation of joint educational and research laboratory between KSTU named after I. Razzakov and Kyrgyz Research Institute of Power Engineering (KRIPE) under the Ministry of Power Engineering of the Kyrgyz Republic, in 2022 the department was given a unique high-voltage laboratory 300 kV, preserved since the Soviet Union. Under the guidance of the head of the laboratory T.Kabaev, with the help of Candidate of Technical Sciences, Associate Professor U.A. Kalmatov, as well as with the sponsorship of energy companies according to the schedule, repair and restoration work of the laboratory is carried out. This laboratory has a special value, because it is equipped with unique high-voltage equipment, which has no analogues in Kyrgyzstan. It is designed for:

– performance of laboratory, practical and research works by students, undergraduates and graduate students;

– carrying out specialized practical training;

– testing of 110 - 220 kV electrical equipment with increased voltage;

– organization of advanced training courses for engineering and technical workers (ITR) of energy companies.

4) On October 26, 2024, the official opening of the "Lu-Ban" Workshop in KSTU named after I. Razzakov was held, which was created on the initiative of the President of the Kyrgyz Republic during his state visit to the PRC. The project was implemented with the support of Zhejiang University of Water Resources and Hydropower and Zhejiang First Hydropower Construction Group.

In the Workshop "Lu - Bani" was created UEC "Energy" of KSTU named after I. Razzakov and by the efforts of the department staff, Candidate of Technical Sciences, Associate Professor R.B. Tentiev and Senior Lecturer T.R. Moldobaeva carried out electrical installation works to put into operation laboratory stands obtained under this project. Today, laboratory and training classes are held for students of various forms of education in the disciplines "Relay protection and automation of electric power systems", "Basics of design of relay protection and automation of power systems".

Today the Department of Electrical Power Engineering named after Professor J. Apyshev is a powerful educational and research center, combining the traditions of engineering school with advanced technologies. The department actively develops cooperation with industrial partners, introduces modern forms of education and provides high-quality training of specialists in demand in the energy sector of Kyrgyzstan and beyond.
