History of the department


     In order to improve the quality of training and improve the educational process, as well as provide the country's transport industry with broad-spectrum specialists, by order of the rector No. 58 dated September 8, 2003, the Department of Transport Management was organized by separating it from the Department of Automobile Transport. Doctor of Technical Sciences Davlyatov Ulukbek Ryskulbekovich was appointed acting head of the department.

     On December 1, 2003, Doctor of Technical Sciences, Prof. was appointed head of the department. Torobekov Bekzhan Torobekovich. He headed the department until August 2010, while continuing to work as the first vice-rector for academic affairs at the university.

     From 2010 to the present, the department is headed by Doctor of Technical Sciences, Professor Atabekov Kalmamat Karimovich. In 2015, the department received a new name - the Department of Transportation Organization and Traffic Safety. From September 2022, in connection with the merger of the departments “Organization of Transportation and Traffic Safety” of KSTU named after I. Razzakov and “Organization of Transportation and Traffic Safety”, “Customs in Transport” of KSUCTA n.a. N Isanov’s department was renamed to the department “Organization of transportation and transport management.”

     In 1999, the department “Organization of Road Traffic” was formed at KSUSTA, the department was headed by the director of the Bishkek Road College Oruntaev N.O. In 2001, Candidate of Technical Sciences, Associate Professor T.Y. Matkerimov became the head of the department. Since October 2002, the department has been headed by Ph.D., Acting. Professor Isakov K.

     During the period of formation and further development, the department developed new state educational standards of the third generation in the specialties “Organization of transportation and management in transport”, “Organization and traffic safety”, the first educational and methodological complexes in special disciplines, a system for organizing the educational process was introduced according to the principles of Bologna process, repairs and equipment of classrooms were carried out, the concept of training specialists was revised. The specialization of the department's disciplines was carried out and disciplines related to the organization and safety of traffic, the transportation process and transport management began to be taught on the basis of a competency-based approach.

     The teaching staff of the department is constantly being replenished by a number of highly qualified scientists and practitioners. Today, the teaching staff of the department consists of 22 people, of which 4 Doctor of Technical Sciences - Atabekov K.K., Matkerimov T.Y., Torobekov B.T., Trofimova L.S., 9 Ph.D. and associate professor - Rayimbekov K.B., Isakov K., Nurmanbetov N.R., Razzakov M.I., Surapov A.K., Sarymsakov B.A., Muktarbek uulu K., Altybaev A.Sh., Arykbaev K.B., associate professors Stasenko L.N., Asanaliev T.M., 7 senior teachers - Nazarov B.P., Myrzalieva A.O. , Rysbekov A.Sh., Chopoev A.B., Esenaliev T.B., Toktalieva A.K., Ergeshov E.A. and educational-support staff - Kudaibergenova D.K., Maksatbek kyzy A.

     The staff of the department actively participates in scientific, educational and social activities of the country and the university. With the participation of prof. department Torobekov B.T. and Atabekov K.K. the “Technical Regulations of the Kyrgyz Republic on the safety of land vehicles” were developed and put into effect and amendments were made to the Law of the Kyrgyz Republic “General Technical Regulations of the Kyrgyz Republic on the safety of land vehicles”.

     For many years, the direct management and participation of the Department of Education and Science of the Kyrgyz Republic in the field of transport is carried out on the basis of the personnel potential of the department.

     The scientific activities of the department are focused on current problems of improving transportation processes, logistics systems, ensuring road safety, and managing educational systems. Teachers and graduate students of the department take an active part in international and republican scientific conferences, republican and international scientific programs and grants. With the participation of the faculty of the department, projects of the World Bank, TRACECA, TEMPUS, Erasmus+, SUMRICA, etc. were implemented.

     The staff of the department continues in its work to maintain close business and creative contacts with the Ministry of Transport and Roads of the Kyrgyz Republic, the Main Directorate for Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic, the Bishkek City Hall, the Bishkek Motor Transport Passenger Enterprise, related departments of leading universities in the CIS countries and the Kyrgyz Republic, which ensures, in particular, a timely response in the educational process to changes in the general state of road traffic and the basic regulatory framework of the relevant industries.

     Also, the department's specialists invariably provide advisory assistance to representatives of many regional universities and practical workers of road safety services in all areas of problems.

     Every year, the department’s staff organizes and takes an active part in conferences, round tables and seminars where, together with representatives of the public sector and private structures, they consider the current state, current problems and innovative solutions for the transport industry of the Republic.

     In a relatively short period of time, the department has trained more than 1,000 engineers for the transport industry of the Kyrgyz Republic.

     The department has formed a modern base with the methodological materials necessary for the educational process (qualification characteristics of the specialty, curricula, programs of major disciplines, laboratory workshop, topics of course projects and final qualifying papers).

     Graduates of the department solve such professional tasks as: participation in research, development of projects and programs; providing methodological and practical assistance in the implementation of projects and programs; carrying out examinations of road traffic accidents; drawing up plans for the placement of equipment, technical equipment of traffic management facilities; performing work on the organization and safety of road traffic; finding reserves for reducing the work cycle; building logistics supply chains; organization and coordination of cargo transportation; inventory and order management, etc.

     Students annually undergo educational, industrial and pre-qualification practices at the Ministry of Transport and Roads of the Kyrgyz Republic and its structural divisions, the Main Directorate for Road Safety and its structural divisions, the Bishkek City Transport Department, the Municipal Enterprise “Bishkek Passenger Motor Transport Enterprise” and the Bishkek Trolleybus Department . Already at the stage of writing their final qualifying work, they know where they will work, and at the VKR they solve the first production task assigned to them.

     To organize the educational process and work of the department “Organization of Transportation and Transport Management,” laboratories 3/121 and 3/120 classrooms and rooms 4/202, 3/201, 4g and 4/205, state-owned vehicle 41-68 BA are assigned. Training is conducted in specialized classrooms equipped with modern computer.

     For example, in the “Vehicle Safety” laboratory there is a car simulator for practicing safe driving skills. Laboratory work in the discipline “Environmental safety in road transport” using the “Infracar 5-component” gas analyzer.

     Practical classes in the disciplines - “Organization and traffic safety”, “Expertise of road accidents”, “Vehicle safety”, “Performance properties of cars”, “Technical means of organizing traffic” are held at the vehicle training ground, organized on the basis of the department “Organization of transportation and transport management” Educational and Scientific Technical Center for Automotive Transport (ESTCAT). In ESTCAT conducts advanced training courses for teaching staff of driving schools, masters of industrial driving training, as well as training drivers for category “B” and “BC”.

     In accordance with the approved State General Educational Standard, the graduate is awarded the qualification “Bachelor”. During the training process, students receive fundamental general theoretical training in mathematics, physics, engineering graphics, the use of computer technology in making engineering decisions, management work in the field of transportation and transport management.

     The place of a specialist of “Transport Process Technology” in the economy and social sphere in modern economic conditions is the organization and management of the movement of material flows in the areas of production and the promotion of goods (cargo) to consumers, flows.

     Graduates of this direction go from ordinary managers in production process management (dispatchers, stevedores, technologists, commercial engineers, engineers of information and computing centers, etc.) to leading specialists of enterprises and traditionally occupy senior positions in transport organizations and agency companies, brokerage, freight forwarding, surveyor, supervisor, supply and other transport infrastructure companies.

     Specialist training involves studying regulatory documents; classification of road signs and road markings; methods of organizing traffic; design indicators of active, passive, after emergency and environmental safety; classification of communication routes and technological structures; methods for managing traffic flows in various road transport situations and factors influencing traffic conditions. When studying special disciplines, new information technologies are actively being introduced.

In the future, it is possible to continue studying in master’s and postgraduate courses at KSTU and other universities. The department offers full-time and part-time postgraduate studies.
