Network University of the Commonwealth of Independent States (CIS NU)

The Network University of the Commonwealth of Independent States (CIS NU) is an inter-university cooperation system established to strengthen humanitarian collaboration among CIS member states.

In 2008, with the aim of further developing humanitarian cooperation among CIS member states, Peoples’ Friendship University of Russia, with the support of the Interstate Fund for Humanitarian Cooperation of CIS Member States (IFHC), initiated the project “Establishment of the Network University of the CIS (2008–2011)”.

Key objectives of the CIS NU as an inter-university cooperation system include:

  • establishing a unified (common) educational space among universities of CIS member states through the implementation of joint educational programs, organization of “integrated learning,” and the development of new forms of inter-university cooperation;

  • creating mechanisms to promote academic mobility of students and faculty within the Commonwealth of Independent States;

  • fostering intercultural dialogue in the student community and supporting the preservation, development, and mutual enrichment of cultures, languages, historical and national traditions of the peoples of CIS member states.

Between 2009 and 2012, the Consortium expanded to include 27 leading universities from 9 CIS member states: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, and Ukraine.

Consortium members operate on the basis of multilateral and bilateral interstate agreements of CIS member states, applicable national legislation of the host country, their institutional charters and local regulations governing educational, administrative, and other activities, as well as the Agreement on the Consortium for the Establishment of the CIS Network University and Agreements on Joint Master’s Degree Training.

Coordination among CIS NU partner universities is ensured by the Coordination Council, which also reviews applications from universities seeking membership in the Consortium. The Chair of the Coordination Council is the Rector of Peoples’ Friendship University of Russia, V. M. Filippov.

On May 2, 2017, Kyrgyz State Technical University named after I. Razzakov submitted an application to the Chair of the CIS NU Coordination Council to join the Network University of the CIS.

At the meeting of the CIS NU Coordination Council on May 24, 2017, a Memorandum of Accession to the CIS NU Consortium by the Kyrgyz State Technical University named after I. Razzakov was signed.

At the meeting of the CIS NU Coordination Council on June 5, 2018, the following agreements were signed:

  • a Bilateral Agreement on joint Master’s degree training in the field of “Thermal Power Engineering and Heat Engineering”, specialization “Thermal Power Plants,” between the Kyrgyz State Technical University named after I. Razzakov and the National Research University Moscow Power Engineering Institute;

  • a Trilateral Agreement on joint Master’s degree training in the field of “Electric Power Engineering and Electrical Engineering,” specialization “Project Management in Electric Power Engineering,” between the Kyrgyz State Technical University named after I. Razzakov, the National Research University Moscow Power Engineering Institute, and Al-Farabi Kazakh National University.
