Action Plan of KSTU named after I. Razzakov for the Implementation of the Project “Digital Transformation for Inclusive Doctoral Education in Kyrgyzstan” (D-TIDE)

Project Objectives

• Development and implementation of a digital ecosystem for inclusive PhD education at universities of the Kyrgyz Republic, ensuring equal access to doctoral programs for all categories of learners, including persons with disabilities.
• Support for the modernization of Kyrgyzstan’s higher education system through the integration of modern digital technologies and online platforms aimed at improving the quality of education and research activities.
• Formation and pilot implementation of a comprehensive support system for PhD doctoral students, including adapted educational materials, mentoring programs, and digital tools for educational process management.
• Strengthening strategic university management through enhancing the digital competencies of academic and administrative staff, as well as implementing the principles of inclusive education.

Expected Results of the D-TIDE Project

• Development of a concept and strategy for the digital transformation of inclusive PhD education in universities of the Kyrgyz Republic.

• Preparation of a roadmap for phased implementation of the digital model of inclusive PhD education.

• Preparation of methodological guidelines for the implementation of the digital learning model and the use of adapted educational resources.

• Establishment of a Competence Development Center aimed at improving the skills of teachers and administrative staff in digital transformation and inclusive education.
• Pilot implementation of the digital PhD learning model in participating universities, followed by evaluation of effectiveness and collection of feedback.
• Development of draft regulatory documents and internal regulations governing the development of digital and inclusive PhD education.

• Organization of training seminars and workshops for university staff and government representatives on digitalization and inclusiveness in higher education.
• Creation of a monitoring and quality assessment system for implementation of the digital PhD education model.

• Expansion of international cooperation among universities in digital and inclusive education.
• Increased competitiveness and international visibility of university doctoral programs.

Impact of the D-TIDE Project

  1. Implementation of digital solutions for inclusive PhD education – development and use of universal online platforms and educational resources that ensure equal access to learning opportunities for all doctoral candidates, including those with special educational needs.

  2. Enhancement of the quality and accessibility of doctoral education in Kyrgyzstan – introduction of standardized procedures, modern learning materials, and digital teaching methodologies aligned with international academic standards and requirements.

  3. Development of professional competencies of academic staff and supervisors – capacity building for faculty members and doctoral supervisors in the use of digital educational technologies, remote mentoring tools, and systems for monitoring the academic progress of PhD students.

  4. Expansion of international academic cooperation – integration of Kyrgyz universities into international research and educational networks, fostering collaborative research activities and increasing scientific publication output.

  5. Improvement of management processes – implementation of digital tools for the administration of PhD programmes, monitoring doctoral students’ performance, and managing educational processes more efficiently.

  6. Strengthening institutional autonomy of universities – enhancing the capacity of higher education institutions to make informed decisions regarding the organization, development, and digital transformation of doctoral education.

  7. Establishment of a sustainable model of digital and inclusive PhD education – development of methodological guidelines, standards, and templates that can continue to be applied by universities beyond the project’s lifetime.

COMMUNICATION AND DISSEMINATION

The purpose is to ensure broad visibility of the project, active stakeholder engagement, and effective dissemination of D-TIDE project results in Kyrgyzstan and internationally.

Main communication channels and activities include:

Project website – development and regular updating of the official project web portal containing current news, activity reports, and scientific and analytical materials.
Social media platforms – use of platforms such as Facebook, LinkedIn, and Twitter to disseminate project news, announcements of trainings, seminars, and other events.

Printed publications – publication of articles, analytical materials, and announcements in university publications and scientific journals.
Round tables and thematic seminars – organization of events involving teachers, students, and representatives of government bodies for the exchange of experience and discussion of the implementation of digital and inclusive educational solutions.

Internal university meetings – discussion of the project implementation progress at meetings of the rectorate, academic councils, and project working groups in order to inform staff and coordinate activities.

Targeted information mailings – dissemination of informational materials among academic staff, administrative personnel, and students of the Educational and Scientific Complex of Kyrgyz National University.

Research and surveys – conducting sociological studies and questionnaires to assess perceptions of digital technologies and the development of inclusive PhD education.
Preparation and dissemination of informational materials – publication of booklets, brochures, methodological recommendations, and other materials developed within the framework of the project.

Joint scientific research and reports – participation in the preparation of scientific publications and analytical reports based on the results of project implementation.
Communication plan of KSTU – establishment of a monitoring, reporting, and feedback system for the effective implementation and promotion of project results.

D-TIDE COMMUNICATION ACTION PLAN

Step 1: Preparation of Materials

• A list of project coordinators from the participating universities has been compiled, including their contact information.

• A list of members of the KSTU working group with corresponding contact details has been prepared.

• An official order of Kyrgyz State Technical University named after I. Razzakov has been issued on the establishment and approval of the project implementation working group.

                                       

Step 2: Information and Promotion

• Publication of project information on the official KSTU website and the project web portal.

• Regular updating and maintenance of materials in the project’s internal cloud storage.

• Organization of an internal communication chat for members of the KSTU working group.

• Provision of informational support for the project website, including publication of reports, news, and analytical materials.

• Preparation and submission of materials for the creation of a joint video dedicated to the project.

 

Step 3: Ensuring the Quality of Communication

• Regular updating and maintenance of information content on the official project website and social media platforms.

• Preparation and publication of photo and video materials reflecting project activities and implementation results.

• Monitoring the implementation of all communication activities and preparation of reports on achieved results.

 

Reporting Includes:

• Preparation of a final report on implemented project activities, reflecting the results of each stage.

• Development of a presentation based on the prepared report for internal and external stakeholders.

• Preparation of questionnaires for different categories of project participants (teachers, administrative staff, and students).

• Preparation of an analytical report based on questionnaire validation and processing of collected data.

Quality Assurance Reporting Deadlines:

  1. Every 6 months – self-assessment reports on project implementation at Kyrgyz State Technical University named after I. Razzakov. 

  2. Interim report – May 2027. 

  3. Final report – November 2028.

Priority Tasks for 2026 (updated)

  • A working group for the implementation of the D-TIDE project at KSTU has been established.

  • The participation of KSTU representatives in the kick-off meeting of the project consortium universities has been ensured.

  • Equipment and software necessary for the implementation and support of project activities have been procured.

  • An analysis of the experience of European universities in the field of inclusive PhD education has been conducted.

  • A roadmap for the implementation of the digital transformation model for doctoral education has been developed.

  • A quality assurance plan for project implementation has been prepared.

  • Training sessions on quality assurance systems have been organized for the project team.

  • An internal monitoring and self-assessment system for project implementation at KSTU has been established.

  • A strategic plan for ensuring the sustainability and long-term exploitation of project results has been developed.

  • A needs assessment and analysis of the current state of inclusive PhD education development at KSTU have been carried out.

  • Preparatory activities for study visits to European Union partner universities have been completed.

  • A communication and dissemination plan has been developed to raise awareness of the project among relevant stakeholders.

 

Priority Tasks for 2026

• Pilot implementation of the digital transformation model for PhD education at KSTU.

• Assessment of potential risks associated with the implementation of the pilot model.

• Continuation of training activities and capacity-building initiatives for KSTU staff.

• Organization and delivery of workshops and seminars for academic staff, administrative personnel, and other relevant stakeholders.

• Monitoring of project implementation progress and preparation of reports within the quality assurance framework.

• Analysis of the results of the pilot implementation, followed by refinement and adjustment of the model where necessary.

• Dissemination of project results through webinars, scientific publications, and presentations.

 

Priority Tasks for 2027

• Expansion of the pilot model to other departments and institutes within KSTU.

• Continued training and methodological support for staff to ensure the effective implementation of the developed model.

• Introduction of institutional mechanisms for internal monitoring and quality assurance.

• Preparation of an interim report reflecting implementation outcomes and the sustainability level of the model.

• Organization of visits by European partners for experience exchange and discussion of project results.

• Strengthening communication and dissemination of project outcomes among universities across the Kyrgyz Republic.

 

Priority Tasks for 2028

• Completion of the implementation process of the digital transformation model for PhD education at the university.

• Conducting a final evaluation of project outcomes and an assessment of its impact on the development of the university system.

• Preparation of the final project report and publication of relevant materials on the official project website.

• Organization of the final conference involving EU partners and other relevant stakeholders.

• Development and approval of a strategic plan to ensure the sustainability of project results beyond the grant-funding period.

• Dissemination of final methodological materials, guidelines, and recommendations to support the adoption of the developed model by other universities.
