History of the Department

HISTORY AND DEVELOPMENT OF THE DEPARTMENT

The Department of Building Design, Construction and Earthquake-Resistant Construction was established by Order No. 1/157 dated July 3, 2006, on the basis of two departments: Architectonics and Construction Technology and Organization.

In 1955, the Department of Architecture of Industrial and Civil Buildings (AICB Architecture) was established at the Frunze Polytechnic Institute.

The founder and first Head of the Department was Pavel Petrovich Ivanov, an Honored Architect of the Kyrgyz Republic and Associate Professor.

At his initiative and with his active participation, a Student Design and Engineering Bureau (SDEB) was established at the Department. Its main purpose was to involve students in the practical design of buildings. The first head of the bureau was Associate Professor R.K. Mel.

Over its 25 years of existence, students and teaching staff designed numerous facilities for the Kyrgyz Republic, including facilities for the Frunze Polytechnic Institute.

In 1973, training of specialists in the field of agricultural construction began. In this regard, the Department was renamed the Department of Architecture of Industrial, Civil and Agricultural Buildings, headed by Associate Professor R.K. Mel.

Due to the growing demand in the republic for civil engineers, the Department of Agricultural Buildings and Structures (ABS) was established, headed by Associate Professor N.T. Kalyuzhin.

Since 1979, the Department of AICB Architecture was renamed the Department of Industrial and Civil Construction and became the principal graduating department for the specialty of Industrial and Civil Construction (ICC). It was granted the authority and responsibility for developing working curricula for all forms of education.

Until 1992, the Department was headed by Associate Professor R.K. Mel, Associate Professor and Candidate of Technical Sciences D.V. Yatsenko, and Associate Professor and Candidate of Technical Sciences Yu.G. Losev. Under their leadership and with their active participation, the Department conducted extensive theoretical and applied research.

In subsequent years, the Department was headed by K.O. Kadyralieva, V.A. Filippov, I.E. Batyrchaev, and A. Kozhaliev.

Since 2002, the Department was headed by Zh.T. Tentiev, Doctor of Technical Sciences, Professor, and the first Rector of KGUCEA. Under his leadership, a new specialty, Building Design, was opened.

Among the most significant research projects were studies of the properties of hydraulic concrete for the construction of dams in the Kyrgyz Republic, supervised by Candidate of Technical Sciences D.V. Yatsenko, as well as the development of computer-aided design (CAD) technologies for construction facilities, supervised by Candidate of Technical Sciences Yu.G. Losev.

The history of the Department of Construction Technology and Organization began with the establishment of the Technical Faculty at the Kyrgyz State University, on the basis of which the Frunze Polytechnic Institute was established on September 1, 1954.

The Construction Production Department of the Construction Faculty of the Frunze Polytechnic Institute was one of the graduating departments. The department was headed by Associate Professors P.N. Provorov (1954–1966), V.I. Trulev (1962–1966), and Associate Professor, Candidate of Technical Sciences M.M. Serdyukov (1966–1969).

In 1972, due to the increasing number of students in the Architecture and Construction Faculties, the department was divided into two departments: Construction Production Technology (Head of the Department — M.Sh. Tulemyshev) and Construction Organization (Head of the Department — V.I. Trulev).

From 1978 to 1986, the Department of Construction Production Technology was headed by Associate Professor Sh.F. Niyazov, and from 1986 to 2006 by Doctor of Technical Sciences, Professor M.Sh. Tulemyshev, who was elected Academician of the Engineering Academy of the Kyrgyz Republic in 1996 and Corresponding Member of the International Academy in 1999.

The Department of Construction Technology and Organization had the only scientific laboratory in the republic, the Laboratory of Thermal Treatment of Building Structures. The laboratory introduced economical methods for accelerating the hardening and drying of materials and structures at construction sites and industrial enterprises of the Kyrgyz Republic.

In 2006, the Department of Building Design, Construction and Earthquake-Resistant Construction was established through the merger of two major departments.

From 2006 to 2022, the Department was headed by Candidate of Physical and Mathematical Sciences, Associate Professor Zh.Y. Mamatov, who made a significant contribution to the formation and development of the Department and to its research activities.

In 2022, an agreement was signed with the North-Caucasus Federal University on the implementation of a joint educational program in the field of Building Design. Agreements were also concluded with leading architectural and construction organizations of the Kyrgyz Republic.

• From 2018 to September 2022, the Department was headed by Candidate of Architecture, Associate Professor Saltanat Tolonbaevna Kozhobaeva.
• From 2022 to 2026, the Department was headed by Candidate of Technical Sciences, Associate Professor Akylbek Zheenbekovich Andashev.
• Since 2026, the Head of the Department has been Yzatbek Kanybekovich Sydykov.

EDUCATIONAL PROCESS

The Department is a specialized academic department and provides training in the following programs:

• Building Design — Bachelor's degree;
• Construction Technology and Organization — Master's degree;
• Architectural and Structural Principles of Building and Structure Design — Master's degree.
• PhD program "Control and Supervisory Activities in Construction"

The Department provides educational instruction for students enrolled in architectural and construction programs at Kyrgyz State Technical University named after I. Razzakov.

The Department organizes technological and design internships for first-, second-, and third-year students. Students consolidate and expand the theoretical knowledge acquired during their studies and develop practical skills in the field of construction.

Currently, agreements on personnel training and educational-industrial and industrial internships have been concluded with the Institute of Seismology, the Kyrgyz Research Institute of Earthquake-Resistant Construction, Bishkekkurulush PSF, Bishkekglavarkhitektura, and numerous private companies.

During their internships, students directly participate in production activities and become familiar with building and structural systems, construction organization, and occupational safety requirements. They acquire practical skills in their chosen field of specialization.

Upon completion of their industrial internship, students prepare and defend an internship report presenting the results of their work.

Our graduates are in high demand in the fields of construction, architecture, design, and scientific research.

To ensure the successful implementation of the educational process, the Department's teaching staff systematically develop, update, and revise methodological guidelines and teaching materials.
