PROJECT GOAL
The main goal of the project is to develop a flexible and effective model of university financial autonomy that will enable institutions to mobilize, manage, and efficiently utilize resources to meet the evolving needs of society and the market, thereby contributing to the development of an inclusive, green, creative, and just country.
PROJECT OBJECTIVES
The objectives of the project are aligned with the reform program of the Kyrgyz Republic and aim to:
– Strengthen the capacity of universities, higher education authorities, and other competent bodies of the Kyrgyz Republic, particularly those not directly involved in the modernization program, by supporting the definition, implementation, and monitoring of reform processes.
– Enhance the financial and economic autonomy of universities in the context of globalization, labor market transformations, and climate and demographic changes.
– Improve the quality of higher education in the Kyrgyz Republic, increase its relevance to the labor market and society, and enhance the visibility and competitiveness of university research activities.
The project is dedicated to reforming the higher education system of the Kyrgyz Republic by introducing modern university financial management systems and improving the efficiency of institutional operations.
The European Higher Education Area serves as a reference model in this regard, as it consists mainly of state-funded universities that nevertheless have extensive experience in implementing reforms aimed at increasing self-governance and institutional responsibility. The long-term strategic goal of Kyrgyzstan’s higher education system is to align its governance, educational practices, and quality standards with the requirements of the Bologna Process.
Thus, harmonizing higher education management practices is seen as a prerequisite for ensuring comparability and recognition of Kyrgyzstan’s educational standards.
