History of higher education

The International Higher School of Logistics was established in 2022 as part of the Department of Logistics.

The Department of Logistics was established in 2011 at KSTI as part of the integration of the educational systems of Germany and KSTU named after I. Razzakov. Since its inception, the Department of Logistics has been headed by Doctor of Economics and Professor A.S. Umetaliev, who has experience as a top manager, expert on the international LSA project, and at the Schulich School of Business at York University, Toronto, and as a practicing expert consultant in public procurement for World Bank projects. The Department's main activities include training undergraduate programs in Entrepreneurial Logistics and Transport Logistics, as well as master's programs in Purchasing Logistics, Transport Logistics, and Resource-Efficient Production Logistics. In 2017, the Department of Logistics became a partner in the Erasmus+ project "Development of a Bologna-Based Master's Curriculum in Resource-Efficient Production Logistics" / "ProdLog: Institutional Development in Higher Education." The project is coordinated by the Otto von Guericke University, Institute of Logistics and Materials Science, Magdeburg, Germany. Thanks to participation in the project, a Virtual Laboratory was created, over 8 million soms were invested, and student training in resource-efficient production logistics was initiated.

Under the World Bank's Public Procurement and Logistics Observatory (PPLO) project, a research center (Observatory) was established and approximately 4 million soms were invested. It conducts independent research, analysis, and dissemination of information on the transparency and accountability of procurement systems not only in Kyrgyzstan but throughout Central Asia.

The "Professional Education in Central Asia" project, funded by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (2020-2023), was implemented with a budget of €1.1 million. The project's goal is to develop a standard undergraduate curriculum in Logistics, tailored to the needs of food processing companies.

In 2024, the Kyrgyz-Hungarian Education Center "PANNONIA" opened at the University of Miskolc, marking a significant step in international cooperation in education, science, and innovation between Kyrgyzstan and Hungary. At the ceremonial meeting of the University's Academic Council, P. Tamás, a professor at the University of Miskolc, was awarded the title of Honorary Professor of KSTU. As part of this project, a delegation from I. Razzakov KSTU visited the University of Miskolc. A highlight of the visit was the ceremonial awarding of Professor A.S. Umetaliev, PhD, from the University of Miskolc.

The department's faculty consists of highly qualified specialists in logistics, transport, and IT technologies, who have completed internships at renowned universities and global logistics centers in Europe, America, Canada, Japan, China, Hungary, Russia, and Kazakhstan.

Invited experts from leading international companies regularly lecture to undergraduate and graduate students in the Logistics Department: Dr. D. Cho, President of Global Technology Solutions, USA; P. McCann, MBA Lecturer, Canada; A. Neske, Lecturer, University of Zwickau, Germany; A. Kreyer, Project Manager, Kuehne Foundation, Switzerland; V.S. Krishnakumar, Manager, Solutions and Innovation in Procurement Europe and Asia, World Bank; and Peter Tamás, Professor, University of Miskolc, Hungary. John Kreter, Professor at Kettering University, USA; T. Shabdanaliev, Chairman of the Logistics Association of Manufacturers of the Kyrgyz Republic; A. Orozakunov, a graduate of the department and chief logistics specialist at Huawei; A. Mambetkulova, Deputy Executive Director of the Agency for Community Development and Investment of the Kyrgyz Republic; S. Mukambetova, Director of the National Institute for Strategic Studies under the President of the Kyrgyz Republic; and many others. In 2023, a guest lecture was organized for students majoring in "Logistics" and "Management." The lecturer was Ulan Kytaibekovich Sarbanov, Chairman of the State Service for Regulation and Supervision of the Financial Market under the Ministry of Economy and Commerce of the Kyrgyz Republic.

Every year, undergraduate and graduate students of the Logistics Department complete internships, scholarships, and grants in Germany with the support of the German Academic Exchange Service (DAAD). The Logistics Department is proud to have students Aidai Nasirova and Maksat Toigonbaev, who have been accepted to master's programs in Hamburg and Munich. In 2025, as part of an international exchange program, the second-year students will study the fall semester at the University of Miskolc in Hungary.
