The history of IDEQU started in 1960 when the evening and extra-mural faculty was organized in the Frunze Polytechnic Institute. After several stages of transfor- mation, in 2007, the faculty became an independent educational structure of the university. More than thirty departments, 200 high qualified instructors, the leading specialists in the field of science and technology, and 3,500 students from various regions of Kyrgyzstan, Russia, Ka- zakhstan, Uzbekistan and other countries near and far abroad are involved into the training process of the Institute.
The purpose of the Institute is to provide educational services on training specialists (qualification upgrading, training and retraining, getting a second higher edu- cation).
Computer classes of the Institute and departments\’ laboratories have modern equipment. Students have the opportu- nity to study in classrooms with modern version computers and special software programs.
Distant education allows to upgrade qualification and is becoming more popular. Graduates from special technical schools can get the second higher educa- tion according to accelerated programs. Students of distant education spend 80 – 90% of their time to independent work and that is their main difference from the full-time students. There are all training facilities for the distant education realization: computers with Internet access; Information-Educa- tion System («AVN» and education portal); syllabuses, and training methodic com- plexes, etc. Educational portal is functioning on the software training platform Moodle. Information system «AVN» has all functions for the training process (authorized entry, getting online and offline consultations, testing, uploading and viewing different e- llearning resources, etc.).

There are three directions as an addi- tional education: – Employees qualification upgrading; -Electro-energetic and professional education retraining; -Training on the base of secondary education on the following areas: electric welder, lathe operator, laboratory assistant; – microbiologist, laboratory assistant- biochemist. The qualification upgrading is carrying out on the following programs:
- Organization and implementation system of distant education according to ECTS;
- Creation Technology of electronic educational resources;
- Computer literacy;
- AutoCAD modeling;
- Psychology and Pedagogy of Higher Education;
- MathCAD and MatLab in engineering and scientific problems; Informatics teaching methods;
- Teaching ethics and speech culture; Kyrgyz language;
- Basis of training process organization (for young teachers/ instructors);
- Fundamentals of Scientific and Techni- cal Researches.
There is equipment in the Institute, which was purchased with the help of International organizations. This equip- ment allows to conduct lectures, work- shops, video and teleconferences at a long distance.
In April 2012, with the support of the Inter-governmental Fund for Humanitarian Cooperation of CIS member states a \”point of remote access\” to educational resour- ces of Bauman Moscow State Technical University was opened.
It will allow distant education according to fifty six training programs. The access points are established on the base of University branches in different regions of the country. Thus multiple brun- ching structure of distant education was created.
